First go to mobile dial option and dial *31#. Then select the SIM that you want to stop the outgoing call (if there is one SIM, it will be selected automatically). Then see that the SIM is no longer going to call.

Now dial #31# on the same SIM to start the outgoing call again. You will see that you are going to call any number again. This way you can protect your mobile balance from your friends.
